You know, when drafting a claim, you have a whole lot of things to consider. And sometimes, you are not allowed to "invent" or "create" based on what you have. Therefore, it is hard to say that the drafter did not have thorough consideration. In the end, you still should present at least one set of claim to "teach" the readers what you think so as to avoid invalid claim in a litigation.
